The inner circle, or
inner cabinet, comprises the big four: secretary
of state, secretary to the treasury, secretary of defense,
and the attorney general.
In recent
years, the secretary of homeland security has been
considered close to the inner circle, making is possible to
speak of a big five.
Since
Franklin Roosevelt the cabinet has declined in influence. It
has become customary for the president to act through the
Exectuive Office of the President (EOP), based at the
Whitehouse, and the National
Security Council.
